Stop 17 ADUs from coming to our neighborhood!   

Two massive developments have been proposed in our University City neighborhood, and they're set to significantly increase density with NO PARKING or infrastructure improvements.

On Monday the city council will vote on proposed changes to the ADU plan, one of which significantly scales back what can be built on cul-de-sacs. and another that scales back maximum units. Please email Councilman Kent Lee and all other council members BEFORE the Monday council meeting and tell him that changes being voted on NEED to apply to PENDING projects like the two in our neighborhood! kentlee@sandiego.gov

Proposed Projects

Project 1: Combe Way (Permit: PRJ-1118489) This plan includes four detached structures in the backyard, totaling seven units, plus an addition over the existing garage of a 5-bedroom house.

Project 2: Edmonton Ave (Permit: PRJ-1124696) A developer proposes adding nine ADUs, in addition to renting out the main house.

What This Means for Our Neighborhood

Neither project includes parking or infrastructure improvements. Even with conservative estimates (one resident per ADU and one per bedroom in the main house), these projects could bring:

  • 13+ new residents at Combe Way

  • 12+ new residents at Edmonton

  • With likely more than one person per ADU, there could be several dozen new residents and cars

This raises serious concerns about:

  • Severe parking shortages

  • Increased traffic and congestion, especially at Edmonton and Governor (our primary entrance and exit point)

  • Compromised safety of Curie Elementary students, as these projects are in the drop-off / pick-up zones

  • Heightened fire evacuation risk in our wildfire-prone area

  • Increased noise, trash, and erosion of neighborhood character

2. Support Legal Action: We have a land use attorney ready to represent us on the Combe Way project. A separate attorney would be needed for Edmonton, but the recommendation is to sue each developer individually.

The more plaintiffs who join, the stronger our case becomes. This shows the impact on the community and increases the stakes for developers, as potential remedies include financial damages for lost property value. Given the location of these projects and the timing of the lawsuits, we have strong facts on our side. If successful, this could set a favorable precedent to discourage similar projects in the future.
